Most hate crimes are a situation of punks bumping into someone they hate or punks deciding to hit an ethnic store, mosque, synagogue or other fixed, large and imovable targets. Stalking a women to figure out her patterns in getting her kid from school is something that takes lots of planning and forethought = not your typical hatecrime.
