I had a similar idea a number of years ago, based on re-routing the nerves from the brain to the organs/muscles. The muscles themselves are functional, so is the brain, all you need to do is make sure the impulse travels from the brain to the extremity.
Sounds easy in theory of course
Re-growing the nerves, as Tariq has mentioned probably won’t be so unlikely either. If they can develop stem cell technology to a reasonable point, they should simply be able to ‘fix’ the damaged spinal nerves.
